Combine whole spices in cheesecloth and tie tightly to make a sachet. Then, place raisins, sugar, vinegar, red onion, water and sachet in 10-inch pot. Heat to simmer over low heat. Cover and continue to cook for 10 minutes. Remove cover and reduce liquid until dry; stirring occasionally to prevent burning. Remove from heat; let cool. Remove sachet and mix in diced peppers and minced cornichons. Serve at room temperature with meats of all kinds.
